As we mentioned, several countries that appear likely to vote with the pro-whaling bloc have joined the IWC recently. While the 3/4 super-majority required to overturn many of the programs is unlikely, a simple majority -- enough to end the agency's work on issues which Japan, for example, believes to be outside the scope of the IWC, such as welfare and killing methods, whale-watching and anything concerning small cetaceans such as dolphins -- is possible. Although the IWC has repeatedly voted against lifting a whaling ban, pro-whaling nations insist that a limited return to commercial hunting is possible, because the stocks of some species are high enough (although population counts are contentious). Moreover, they charge that the IWC has become an organization dedicated to preventing whaling, which is not its mission: it's supposed to control it.

Although pro-whaling nations like Norway claim "there is growing support for whaling in principle and in practice," (this, from Norway's secretary, Rune Frovik), reports indicate that whale meat, generally, is becoming less popular. Nevertheless, despite sluggish sales, one company in Japan is attempting to boost whale meat consumption by promoting its health benefits. Although Japanese people seem to be increasingly disinterested in eating whale meat, Geishoku -- a one-man company aimed at promoting whale consumption -- endeavors to buck the trend.
