The Agency Coordinating Body for Afghan Relief (ACBAR, is an umbrella organization representing over eighty NGO members from the national and international humanitarian community in afghanistan. ACBAR was created in 1988 in response to the demand from a number of aid agencies and their international donors for a coordinated approach to humanitarian assistance in Afghanistan.
