James Joseph Boteler “Jim” was born in Houston, Texas in 1966. Jim received his Bachelor of Arts degree in Russian and Soviet Studies from The University of the South – Sewanee, with honors, in 1989. Jim spent his junior year abroad at the University of Durham, England studying Russian and British history. He earned his law degree, magna cum laude, from Texas Tech University School of Law in 1994, where he was on both Law Review and the Board of Barristers.
