What Is a KnowledgeSoup and how can we use and improve it?

As promised in CmapForum:WhatIsaKnowledgeSoup , here is my question.

In detail:

Is it possible to set the permissions to:

Everyone (in the Web) can see it
Each Cmap can be modified/deleted only by its author
Each Cmap in the KnowledgeSoup can be linked with each other. (Or better on a fine-grained level: each remote node or edge can be linked to each other ).

Are there some experiences?
