Texas Elder Abuse and Mistreatment (TEAM) Institute

Description

Elder mistreatment, first described in 1975 as “granny battering”, involves 3-7% of the aging population of the United States. The National Center on Elder Abuse statistics reveal that there were 2.1 million cases of elder mistreatment in 1996 which far exceeded new cases of colon, lung and breast cancer during that same year. The Texas Department of Family and Protective Services – Adult Protective Services Division (TDFPS-APS) and Baylor College of Medicine have been working together since 1994 to tackle this serious public health problem. We formalized our relationship in 1997 by establishing the Texas Elder Abuse and Mistreatment Institute (TEAM Institute). This unique collaboration between the Baylor College of Medicine Geriatrics Program at the Harris County Hospital District and the TDFPS-APS is serving some of the most vulnerable members of our society - the abused and neglected elderly.

The TEAM Institute consists of three branches dedicated to clinical care, education, and research. The Institute’s clinical interdisciplinary geriatric assessment team sees clients with medical needs in the acute care setting, in our outpatient clinic, on a skilled nursing unit, or on house calls. With regard to education, third-year Baylor medical students accompany TDFPS-APS specialists to in-home investigations during one rotation. Baylor faculty and staff conduct on-site training for TDFPS-APS specialists. We have made over 70 national and local presentations since 1997 and

have been interviewed by USA Today and People Magazine. In June of 2002, Dr. Carmel Bitondo Dyer testified to the Senate Finance Committee on behalf of Baylor College of Medicine, Harris County Hospital District, and TDFPS.
