We can't protect you from your own mistakes and system problems, but please remember the importance of starting with healthy stock. Fry must be fresh and strong from a hatch properly run in good water. Eggs that have been pushed result in underdeveloped "pre-mies", and eggs that were "heldback" to long result in starving fry, neither of which will survive well. Fingerlings must be "time-tempered" (Where the supplier takes the losses) and then sorted to remove those with stress-related problems, in order for you to minimize the delayed death syndrome.
