- SECCRA is trying to increase recycling of items that are still useful, but not to the original owner. All too often, people have asked us, "Why don't you have a place where I can drop my item, and anyone who wants it can take it?" Unfortunately, SECCRA does not have the space or manpower to manage such a program. However, since there definitely is a public need, we have chosen to provide this service on-line.
