T.R.E.T.MENT the legal umbrella for all REST programs, was founded in 1990 by Dr. Rick McKinney and incorporated as a non-profit organization in the State of Nevada April 13, 1990 as per NRS 081.290-081.340.  T.R.E.T.ment, an acronym for Therapy, Research, Education and Training handles all the official business, education and training of all related programs. TRETMENT was initially awarded in 1991 a counseling contract by authoring a HUD Drug Elimination proposal which was funded to the Las Vegas Housing Authority. The grant provided for the operation of two counseling centers within public housing properties for counseling services to tenants and their children with addiction and antisocial (criminal and disruptive behavior) issues. Referrals were from public housing, the city school district, Juvenile courts, adult courts, Child Protective Services and State Parole and Probation services. In 1994 TRETMENT began training lay counselors in the REST counseling modality also founded by Dr. McKinney. In 1997 the TRETment Training division was directed toward the faith community and in September of 1997 training was begun in several southern states for pastors and faith members. In May of 1999 the REST concept was introduced to the Mayor of Philadelphia and in July of 2000, T.R.E.T.MENT Inc contracted with the City of Philadelphia to conduct a pilot training program among select faith institutions in Philadelphia.  In 2002 TRETMENT Inc began to contract to provide spiritual based counseling for residents of homeless shelters.
