Former Parole Officer and Council Member Honored At Opening of New Elmira Parole Office The New York State Division of Parole today officially opened their new office in Elmira by dedicating the conference room to Theodore Clark, an Elmira parole officer who lost his life in the line-of-duty in 1993. The new offices are located at 100 West Chemung Place. Parole was previously located at 362 East Fifth Street.
