Google ranks the authority of a web page from 0 to 10, e.g. its "PageRank". Google explains PageRank here. Google is re-calculating PageRank every day, and they use this up-to-date PageRank to help produce search results. The PageRank information that is exported for the public is only updated every 3-6 months, so it can be grossly out of date. Websites and pages with high PageRank pass some of their authority and PageRank on to the pages and websites that they link to.
You can check the PageRank of a given URL here or if you use Firefox here is a great extension that shows the PageRank of the page you're on as well the site's Alexa rank.
