NoGraf is a place for abatement volunteers, police, graffiti consultants, vendors of anti-graffiti products, and community groups to share information, network, and build friendships. It is evidence that a common man, with uncommon zeal, can make a difference. Doug Smith, a homeowner in Pleasant Hill, California became angry when, in the early 1990’s, graffiti in his neighborhood reached critical mass. He decided to do something about it. Using the tool that is central to his profession as a software producer, the computer, Doug built an anti-graffiti web site and, as a result, started having dialogue with anti-graffiti advocates worldwide. As a result, Doug became an anti-graffiti linchpin for anti-graffiti advocates and experts. In mid-1997 he had dialog with Officer Randy Campbell of The California Highway Patrol who also had a Similar Computerized Graffiti information system which he developed to assist Law Enforcement track graffiti vandals statewide. In 1999, The two systems were combined and The Nograf Network was officially founded and incorporated. Randy Campbell designed the current web site structure and still maintains it's operations with the assistance of Jim Powers who is one of the original founding Directors. The NoGraf Network has gone through many stages but has evolved into a complete information clearing house for graffiti vandalism information. The NoGraf Network clearly fills a vital information need: over the years, Nograf has responded to over 50,000 requests for assistance from communities and neighborhood organizations, and has had over 5 million visits to our website. Our inventory of best practices is built and refreshed with input from our members – law enforcement professionals, educators, neighborhood associations, prosecutors, corrections officers, and other categories.

Common to all is their involvement in combating graffiti vandalism. With members on six continents and in nineteen countries, NoGraf is the largest organization of its kind in the United States and the world.

U.S. municipalities spend an estimated $15 to $18 billion per year combating graffiti vandalism. Although the annual outlay is immense, the efforts are “Balkanized,” since there is no coordinated linkage between the organizations and individuals involved.
