- The Neighborhood Network Center at Roizman and Companies operates out of two properties owned and managed by SHINR Management Company. http://www.roizman.com/homepage.asp Bethel Villa in Wilmington, Delaware has had a Neighborhood Network Center since 1996. Tyler House in Washington, D.C. has been providing social services since 1994. Funded through HUD Bethel Villa was one of the first properties in the country to establish a Neighborhood Network Center. All of the classes and services provided at both properties are free and open to the public.
