- In March, the Fiscal Research Division of the North Carolina General Assembly published a “Justification Review of the Principals’ Executive Program. (The Fiscal Research Division reviews a minimum of six programs yearly. This year they reviewed PEP, Welcome Center, Department of Crime Control, and Public Safety’s Alcohol Law Enforcement Division.) Their report on PEP stated, “Adequate evidence does not exist to document that the Principals’ Executive Program has measurable impact on the conditions for teaching and learning in schools and school districts.”
