- Since the 1980’s, Iowa has experienced a drawn-out, painful decline of the agricultural sector, followed more recently by a rapid out-migration of the rural manufacturing industry. Family farms, which once made up 30% of the states population, now make up less than 2%. Many rural downtown districts have steadily eroded over the past two decades as fewer farmers purchase local products and services, a phenomenon called “hollowing out.” This cycle has resulted in vacant storefronts and a stagnant tax base in many rural communities. The more recent manufacturing decline has resulted in record breaking bankruptcies and high levels of underemployment, leaving rural residents with few options. Many work multiple jobs or rely more heavily upon peripheral income -and an increasing number leave rural Iowa all together.
