Description
The Ministry of Population and Environment(MOPE) was announced on September 22, 1995 (6 Asoj 2052).Initially headed by the Prime Minister, a minister and assistant minister were appointed during a cabinet expansion on December 13,1995 (27 Marga 2052 BS). A cabinet decision on November 29,1995 (13 Marga 2052 BS) amended the HMG (Allocation of Business) Rules, 2047 BS to specify MOPE’s mandate to be primarily responsible for formulating and implementing policies, plans and programs: preparing Acts, Regulation and Guidelines: conducting surveys, studies and research; disseminating information and carrying out publicity; monitoring and evaluating programs; developing human resources; and acting as a national and international focal point in the domain of population and environment.
As programs on population and environment are multi-sectoral and multi-dimensional in scope, they cannot and should not be implemented unilaterally by a single ministry. .Moreover, it is quite natural that the segment of population and environment inherently attached to a development activity should be looked after by the concerned development agency. In this context, many current activities directly bearing on population and environment being taken up by different line agencies, due to their present mandates, can continue to be effectively implemented by the concerned line agencies. It would be improper for MOPE to claim ownership of such activities, programs or implementing departments and thereby undermine the concern of other line agencies for population and environmental issues. MOPE would rather act as a facilitatior in such cases. MOPE shall focus on implementing such activities and programs which so far have not been properly addressed by other agencies and which are priority issues of population and environment for example, population control and management, environmental mangement, pollution control and environmental impact assessment.
The scope of work of MOPE on population has been developed based on the principles, policies and objectives as enunciated in the Eighth Plan, the principles and policy directives of the 1994 International conference on Population and Development and the suggestion of Nepalese experts on population.
