Melanie Rapp was elected to the Virginia House of Delegates to represent the 96th District in a special election in December of 2000, filling the vacancy created when her predecessor, Jo Ann Davis, was elected to Congress. Delegate Rapp was re-elected to full two-year terms in 2001, 2003 and 2005. She currently serves on the House Education, General Laws, and Privileges and Elections Committees. She also serves as a Deputy Whip for the House Republican Caucus.

In the House of Delegates, Melanie Rapp has been a steadfast advocate for lower taxes and a defender of tax relief. She successfully sponsored timely legislation to modernize Virginia’s election recount procedures to assure that every vote cast is counted. A graduate of public schools, Delegate Rapp is a supporter of Virginia’s rigorous and successful Standards of Learning.

Melanie Rapp is active in her community. She was appointed by the Speaker of the House to the Jamestown-Yorktown Foundation Board of Trustees in 2002. Delegate Rapp also serves as a member of the Friends of Green Spring Advisory Council. In addition, she is a volunteer at the Watermen's Museum, a board member of RSVP (Retired and Senior Volunteer Program) of the Peninsula, and a member of the York Ruritans.
