- The Jericho Commission was orchestrated of God from the very beginning. The clearinghouse model was revealed to Chaplain Reighard during a committee meeting. This God given concept was unanimously received and they went to work perfecting the model. This committee became an ecumenical board of evangelical men and women who are deeply committed to the Great Commission and to transforming the lives of ex-offenders.
