- Soon after the FDA promulgated institutional review committee guidelines, several community physicians in southern California dedicated to objective and ethical review of research protocols recognized that a need existed for an independent IRB. A free-standing institutional review board independent of the community and regional health care facilities was formed to provide for IRB services for practitioners in the community who were interested in continuing clinical research activities in their practices.
