Society’s ability of free access to demanded information constitutes a guarantee for transparent governing. In light of these thoughts, there is a necessity for the enrichment of the new republic traditions, as a continuation of the ideas for independency of the Azerbaijan Republic. Furthermore, it was emerged the need for the spreading of conceptually new liberal-democratic beliefs, compatible with the new era.
