That does not mean that it is a nice set! Most Dutch lives in a orderly way and most immigrants, there are a lot of them in Holland, try to associate with liberty, customs ánd rules (there are a few....). That is not always easy, although some things are forbidden, they are tolerate. For foreigners it's sometimes hard to find out what is really forbidden and what is tolerate!
