The Speak Good English Movement was launched in 2000 by then Prime Minister Goh Chok Tong, to encourage Singaporeans to speak good English. Speaking good English means using grammatically correct English in conversations where rules for constructing sentences are adhered to. Accent should not be an issue although the pronunciation should be accurate. Essentially, speaking good English is about using the standard form of English so as to be universally understood.

The Movement's focus for 2005 will be on those who can make an impact on the speaking and learning of good English. The Movement hopes that these Singaporeans will come forward to play a leading role in helping others to be more confident in the use of proper English at home, at work and at play, so as to be better understood. The groups that the Movement have identified are:

Those in “Leadership” Positions – “leaders” in organisations (managers and supervisors from the human resource, staff training, and corporate communications departments in corporations) who can set good examples and work practices on good English that can be passed on to their colleagues
