His vision was to mobilise Christians to be involved in missionary teams both short and long term. The first short term team was to Madras, India. Longer term teams were established in France and Italy in the 1970s. Colin developed Motor Neurone Disease and passed to be with the Lord in 1981, at the age of 46. Before he died Colin had shared his vision with others and the work of GLO had also been established in New Zealand and Europe.

The base for GLO Europe was established in Motherwell, Scotland in 1974 and the first full-time workers commended from UK assemblies were Robert & Eileen Kilpatrick, John & Cathie Speirs, David & Joy Prosser and Fred Kelling. There are now over 70 full-time workers across Europe.

From the beginning, the work included the organising of short term mission teams and the establishing of a Bible Training Centre (now called Tilsley College). Another key feature of the work was the Business Ministries which initially involved a bookshop and coffee shop in Motherwell as well as a wholesale book ministry in Scotland, operated on behalf of STL (Send the Light Ministries). Funds from these ministries have been used to support the work of mission in Europe since the work began.
