Objectives: This study will use key informant interviews and participant observation to gather data on CBO effectiveness and the external and legislative environments in which 40 CBOs operate in Kenya, Tanzania, and Madagascar. The study will examine CBOs that range from very new, such as the BMUs in Kenya to older programs such as CMAs in Tanga, Tanzania.
