The Birth of ECBT Every Child By Two (ECBT) was founded by Rosalynn Carter and Betty Bumpers in 1991 as a result of the Measles epidemic that killed over 120 people, many of them children. Carter and Bumpers have been working on immunizations since their husbands were governors in the early 70's and have been credited with the passage of laws mandating school-age vaccination requirements.
