There is an article in this week’s Economist about getting airlines to pay some sort of charge to penalise them for the pollution they cause. Although airlines account for only 3% of the gases which contribute to greenhouse gas emissions, their percentage is going up as the demand for flying increases. The article investigates including them in the European Emissions Trading Scheme (ETS) - a mechanism for gas polluting companies to buy and trade allowances for gas emissions.

This is a clear case of tackling the problem at the supply side. The alternative method, at the demand side, would be to hand out permits to individuals, giving them a certain amount of air miles or flights they could have per year. Those who do not fly could sell their permits to frequent flyers but overall the government(s) could control the amount of pollution generated by flights very effectively.
