When the cash for clunkers program began, the government appointed $1 billion to sponsor the program. New-car shoppers have already used up all this money!! And the program was supposed to keep going until Nov 1st. When the Department of Transportation found out the program was broke, they told car dealers to stop offering the program. But, the white house said that the program is not over, even though it's out of money.
