- Carteret Vision Center was founded in 1987 by Dr. John R. Scibal with part-time office hours at Morehead Plaza Shopping Center. During the next year the office was expanded and relocated to 4500 Arendell Street. In this location, it became a full-time practice and eyeglass service was added, including one-hour service on limited prescriptions. This began the concept of "one-stop for professional vision care." In 1991, the practice relocated again and became one of the first businesses to open in Cypress Bay Plaza. Business boomed with this new location and after three years, the practice expanded more than doubling in size.
