In spite of record prosperity, many communities in America have experienced a dramatic decline in quality of life and civic engagement. When neighbors feel disconnected from one another, it is difficult to develop the trust necessary to work to address pressing community problems, such as the lack of affordable housing and human services. Communities that wish to be responsive often don't know how. Others effectively exclude necessary housing and services, pushing them into surrounding communities that already play host to many people in need. This approach does little to promote healthy and economically vibrant communities; rather, it exacerbates concentrations of poverty and other costly social problems.

As we have lost our sense of communal responsibility for our neighbors, our conversations have turned to conflict. We seek to enforce our own individual rights through political pressure and litigation, rather than seek the common good through dialogue and reconciliation. In many communities, the result is stalemate and stagnation. Neighborhood organizations, local government, providers and advocates spend their precious resources on responding to conflict, rather than to human needs. We have reached a point where it is in the interest of all stakeholders to explore new strategies for working together.
