APHCV was founded in 1986 by concerned health and human service providers who were concerned about the lack of bilingual and bicultural primary health care services for the growing API communities in Los Angeles. In its early stage of formation, APHCV was instrumental in advocating for bilingual and bicultural primary health care services to the policy makes at the County, state and federal levels.
