- Upstateblog.net is a blog designed to foster a statewide dialogue about the Upstate economy of New York State and related public-policy issues. Who's doing this? The Public Policy Institute of New York State started this blog in August of 2004. The Institute is the non-profit research affiliate of The Business Council of New York State, New York's largest broad-based business group. The Institute exists to conduct research and policy analysis of issues that affect New York's business community and New York's economic prospects. (The short version: The Public Policy Institute is a business- and free market-oriented think tank—and proud of it.)
