One thing that makes for an effective interrogation technique is the unknown. If prisoners don't know what's going to happen to them it is easier to get them to talk. If they have a list of all the things that could possibly be done to them they'll be more likely to just zip it.
Even if the Pentagon does release all of our interrogation techniques it isn't likely to satisfy most of the critics of our interrogation tactics. If these critics don't see what they want to see on the list they'll just accuse the Pentagon/President Bush of lying/covering up.
From a cost/benefit standpoint (assuming that losing the "unknown" as an interrogation tool is the cost and silencing critics of interrogation techniques is the benefit) I don't see how this is a good idea.
