The Philippine National Bank has had a long presence in Japan as a Representative Office. In 1967, after around 20 years in Tokyo, PNB Tokyo Rep Office, together with other representative offices abroad, which were essentially cost centers, was closed down, as part of bank-wide restructuring efforts.

In July 1991, the Bank sent 2 expatriate staff to Japan to work out for the reopening of the Representative Office. One locally hired staff completed the 3-man team of PNB Tokyo.

The chance to apply for an upgrade to a full bank came when the Philippine Government approved the granting of full banking licenses to two Japanese banks - The Fuji Bank, Ltd., (now the Mizuho Corporate Bank) and The Bank of Tokyo (now the Bank of Tokyo-Mitsubishi). Because of reciprocity arrangements, Philippine banks could not open branches in Japan unless Japanese banks are likewise granted full banking licenses in the Philippines.
