The Baguio-Benguet Public Information and Civic Action Group (BB-PICAG) was conceived by its organizers to be a volunteer group of civic-spirited members of the Baguio-Benguet community. Its formation was a response to the needs of the City of Baguio and the Province of Benguet, especially during emergency situations, e.g. from natural calamities and disasters, that demand full mobilization of all existing civic groups in order to deal with such emergency needs.
