- Pacific Retirement Services, Inc., was formed in 1991. Its history, however, begins much earlier, with the creation of a single continuing care retirement community (CCRC)—the Rogue Valley Manor. Rogue Valley Manor, Inc. (RVM), was incorporated in 1955; it was sponsored by an ecumenical community group of Methodists, Episcopalians, and Presbyterians who saw a need to care for the elderly in the community. Their discussions led to the formation of a non-profit corporation, which purchased 16 acres on Barneburg Hill, the highest hill in Medford. The original building, which was completed in 1961, consisted of 280 independent living apartments and a Health Care Center with 40 beds.
