Massachusetts is the 17th state to implement direct entry for Helmets to Hardhats candidates. Other states that have had the signing include Indiana, Ohio, Connecticut, West Virginia, Washington, Nebraska, Illinois, Rhode Island, Iowa, Virginia, Missouri, New Hampshire, Vermont, Maine, Kentucky and Tennessee.
