- Before FREX, commuter service along Colorado’s Front Range had been a topic of discussion for many years. In 2001, the City of Colorado Springs initiated a meeting of possible stakeholders along the Front Range. The Colorado Department of Transportation (CDOT) completed the 2002 Front Range Commuter Bus Study which confirmed that express commuter service between Colorado Springs and Denver had enormous potential to be successful. The same year, the City of Colorado Springs, Transit Services Division submitted a Congestion Mitigation and Air Quality (CMAQ) grant application to the Pikes Peak Area Council of Governments (PPACG). In 2003, PPACG awarded the City the necessary funds for the project in the form of a three-year CMAQ demonstration grant.
