The strategy is clear: They're going to stall the immigration bill till after the 2006 elections, and hope that the gnat-like attention of the public - not to mention the Republican conservative base - forgets about it entirely. In any event, as Lastango has already pointed out, by passing something after the election rather than before, it gives them two years to play duck and cover.

Couple this with many Republican's refusal to do anything but go and vote for Republicans no matter what, lest a Democrat be elected, and I don't see much hope for halting the rush towards amnesty for 12 million illegal aliens.

And why won't such a strategy work? Ports Dubai is still running those American ports, and no "buyers" for them have appeared on the horizon. The Katrina bill, once the center of a firestorm over pork, went through so larded with grease it squealed. These fat bastard all know that if they stall anything for three or four months, the combination of "rational ignorance," (ptah!), general stupidity, fleeting attention spans, and thundering public apathy will let them get away with any damned thing they please. Republicans will even flock to help Republicans destroy the country, because they're afraid Democrats might destroy the country.
